International migration and mobility whether from outside the EU or in the form of free movement by EU citizens are controversial and potentially divisive issues that are and will remain at the top of the EU's political agenda. This fully revised and updated text analyses the complex and often controversial nature of policymaking in this fast-developing field, and brings the discussion up to date as the ramifications of the so-called 'migration crisis' continue to unfold. It offers an exploration of the dynamics of migration and mobility in the EU including different types of migration; the EU's policy framework within which national policies are now located; and considers the widespread notion and public perception of policy failure in this field. This report considers the Commission's 2011 Communication on the Global Approach to Migration and Mobility and the UK's participation in EU asylum and immigration measures. As countries in Europe face an ageing population and a declining birth rate, legal third country immigration into the EU will be needed to keep the economy on track and retain Europe's competitiveness in a global market. While Member States should retain primary responsibility for their own migration policies, the EU also has a role to play. As the majority of irregular migrants enter the EU with authorisation and then overstay their visas, rather than crossing the EU's external border by boat or land routes illegally, the EU should adopt a more effective approach in preventing irregular migration. The EU also has a role it can play in refugee management and building capacity in the asylum systems of countries of origin and transit. Moreover, migration policy cannot and should not be the sole concern of interior ministries and a more integrated approach with development and foreign affairs ministries - at the national and EU level - would help maximise the EU's development aims. The reduction of trade barriers with non-EU countries and measures to facilitate remittances, mitigate the effects of brain drain and assist diasporas to contribute to their countries of origin would also be beneficial. The Committee also considers the position of international students in the UK: they should not be subjected to the Government's policy objective of reducing net migration.

This open access book offers a critical perspective on intra-European mobility and migration by using new empirical data and theoretical discussions. It develops a theoretical and empirical analysis of the consequences of intra-European movement for sending and receiving urban regions in The Netherlands, Sweden, Austria, Turkey, Poland and Czech Republic. The book conceptualizes Central and Eastern European (CEE) migration by distinguishing between different types of CEE migrants and consequences. This involves a mapping of migration corridors within Europe, a unique empirical analysis of consequences for urban regions, and an analysis of governance responses. Next to the European and country perspectives on this phenomenon, the book focuses on the local perspective of urban regions where most mobile citizens settle (either permanently or temporarily). This way the book puts the analysis of intra-European movement in the perspective of broader theoretical debates in migration studies and beyond.

This book analyzes the externalization of the EU’s immigration and asylum practices towards non-member transit countries and the consequences of this process. Selected policy areas of externalization (border management, visa policy, readmission agreements and asylum policy) are applied to Turkey and Morocco as two main migration transit countries within two different institutional cooperation mechanisms: Turkey as an EU candidate country within the EU’s enlargement policy; Morocco without membership prospect within the EU’s neighborhood policy. Yıldız applies theoretical debates and critically compares the rhetoric in policy papers with practice in the field. This volume not only contributes to the issue of the external dimension of EU immigration policy by incorporating transit countries into the debate, but also expands upon our understanding of the EU’s contested external governance paradigm. This book provides a comprehensive assessment of the effectiveness of Mobility Partnerships and their consequences for third countries. Mobility partnerships between the EU and third countries are usually viewed as reflecting asymmetric power relations where development aid, trade relations and visa policies are made conditional upon the cooperation by third countries with an EU agenda of migration control. This book argues that three main factors condition the relevance of Mobility Partnerships: the state of relations between EU Member States and a third country, and in particular, the role of postcolonial ties; the power of negotiation of a third country, which is linked to its geopolitical importance for the EU; and its administrative capacity, which is understood as the capacity of a state to define and implement policies and to legislate and enforce the law. The work combines a comparative legal analysis of the development of the legal and policy frameworks in the cases of Morocco and Cape Verde with an empirical study of the implementation of Mobility Partnerships’ projects. The analysis demonstrates that Mobility Partnerships, despite their non-binding nature, have legal and policy relevance for these third countries with regard to the regulation of migration, asylum, human trafficking and even labour law. As such, this book makes a contribution to the understanding of the interplay between the interests of EU, Member State and third country actors in the implementation of the Mobility Partnerships. This book critically engages with the concept of European identity and citizenship, and the role of the European Union in diaspora, membership and emigration policies. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. This book will be of key interest to scholars and students of European Union politics, European studies, migration studies, American and Canadian studies, and the sociology of migration.

This book examines migration as a key element of the European Union's (EU’s) foreign policy and thus a critical domain for understanding and evaluating EU external action. It documents, explains, and assesses the implementation of EU migration policies, especially after the crisis of 2015, providing a much-needed overall evaluation and comparison in different geographic contexts. Applying a composite approach to global political justice, it affords a normative assessment of EU’s action and shows the tensions between the justice claims of the many actors involved in the EU migration system of governance. This book investigates how migration has been transformed into a security threat in Europe. It argues that this process has taken place through a self-fulfilling spiralling process, which involves different actors and their specific narratives, practices and policies. The book examines how situations stemming from the so-called ‘migration crisis’ in the European Union (EU) have been dealt with by governments and non-governmental organisations. It also considers how actors treating migration as an ordinary phenomenon rather than a threat and sharing inclusive narratives can create the conditions for decelerating and eventually stopping securitisation processes. Some chapters examine the spiralling of the securitisation of migration in depth, by analysing increases in securitisation, as well as cases characterised by resistance. Others focus on examining the consequences of socially constructing migration as a crisis for the EU’s relations with third countries. In sum, this book shows that there is a wide range of motives for which states and societies would benefit from a change in migration politics and move from the current management of a ‘crisis’ to a more positive governance of human mobility. It will be of interest to researchers and advanced students of sociology, politics, international relations, social and cultural anthropology, human geography, and social work.
