Available online: https://pub.norden.org/politiknord2021-731/ The Nordic energy ministers present a new Nordic energy policy co-operation programme for the period 2022–2024. The Nordic Region wants to be the most sustainable and integrated region in the world by 2030, and that is also the overall vision for co-operation on energy. A green transition of the Nordic societies will not be possible without a substantial green energy transition. As the Nordic energy systems are closely linked, working together on joint initiatives will lead to a green transition that is more cost-effective and socially sustainable than if the countries were each to achieve the goals individually. In 2020, the Nordic Council of Ministers for Energy Policy (MR-E) adopted seven focus areas as input into the action plan for Our Vision 2030. These will structure Nordic energy co-operation during the period covered by the programme and be at the heart of all of the work: - The green transition of the energy sector - Closer collaboration on research to aid the green transition - Nordic co-operation in the electricity market - Energy efficiency, technology and behavioural change - Working together on EU/EEA-related energy questions - Social acceptance of new energy plants and the green transition - The green transition of the transport sector.

The Energy Trilemma in the Baltic Sea Region provides insight into the energy trilemma in the Baltic Sea Region. Energy Trilemma in the Baltic Sea Region has undergone significant transformation in the last number of years. Energy actors in the region are struggling to reconcile new questions of energy security following the COVID-19 pandemic and the invasion of Ukraine with net-zero objectives and a cost-of-living crisis. Balancing these concerns is essential to resolving the “energy trilemma”: the dilemma that emerges for policy-makers and regulators seeking to balance energy security, equity, and environmental concerns in pursuit of a wholly sustainable energy system. This volume draws together a range of perspectives from scholars of the Baltic Sea Region seeking to understand the manifestations and impact of these systemic regional changes. In considering previously underexamined studies on the energy trilemma and in providing new perspectives by framing the trilemma in times of crisis, this book provides new conceptual and empirical insight into a rapidly changing energy region at the heart of both European energy policy and the current energy crisis. This volume will be of great interest to students and scholars of energy politics, energy law and policy, energy transitions, and Baltic studies more broadly.

Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

This book formulates a conceptual framework to analyse the Russian-Ukrainian conflict. It examines the strategies of the Baltic states and the attitudes of the societies of the Baltic Sea basin, directed not only towards limiting the consequences of the Russian-Ukrainian war but also towards restoring peace and ensuring future security in the region. It assesses the Baltic states during and after the conflict, discussing the problem of managing a coherent policy towards Russia and Ukraine, the challenges faced by states during and after the conflict, analysing the attitudes of societies and their evolution during and after the conflict. The volume will be of interest to scholars and researchers of European studies and war, international relations, political science, peace and conflict studies.

This open access book brings together concrete analyses from around the world, spanning various scales, that shed light on strategies for implementing essential energy and climate transitions within the broader context of UN Sustainable Development Goal (SDG) imperatives. Specifically, the book exemplifies the advancement, adaptation, and utilization of energy systems models to address intricate policy issues around pathways to achieve net-zero emissions, enhance energy security, optimize investments, and understand their societal implications. It explores the intricate connections between the SDGs concerning energy, climate action, and other developmental priorities such as employment and economic growth, industrial innovation, urban development, responsible consumption and production, and collaborative partnerships. Organized into four sections, the book illustrates the necessary adjustments of energy system models to guide SDGs, evaluates the role of modeling to advance both renewable energy and energy security, and showcases how energy systems are harnessed to engage with international, national, and local policymakers.

Further, NordForsk facilitates the development and funding of research programmes. In 2018, the Nordic Council of Ministers for Education and Research (MR-U) adopted several principles for the strategy and operational procedures at NordForsk. These principles were intended to further develop, focus, and reform the organization and activities of NordForsk. The main conclusion in the evaluation is that the organisational performance of NordForsk has been excellent since 2018 and has developed to a relevant and useful platform for Nordic collaboration on initiating Nordic research collaboration.

On 27 October 2015, the Nordic Council of Ministers for Business, Energy and Regional Policy (MR-NER) decided to carry out a strategic review of Nordic co-operation on energy and how it could be developed over the next 5–10 years. The strategic review is part of the Nordic Council of Ministers’ reform project initiated by its Secretary General, Dagfinn Høybråten. Strategic reviews have previously been conducted on foreign and security policy, health and labour-market co-operation. The remit was to present 10–15 concrete proposals that would further enhance co-operation in areas in which significant positive outcomes have been achieved over the past two decades. The Paris Climate Change Conference of December 2015 and the EU’s goal of working towards a European Energy Union make this review particularly timely. It is also based on the Nordic countries’ own reviews of their national climate and energy policies. The geopolitical landscape is currently in a state of flux – global trade and climate policies are under pressure, and nationalist tendencies are emerging in many countries. This presents many challenges to Nordic energy co-operation, which has achieved ground-breaking results based on cross-border co-operation. Various studies have also shown that the Nordic Region has made similarly dramatic gains in terms of welfare. The time has come to assess how the Nordic countries can build on this success, despite adverse international trends. This review seeks to identify these challenges, present proposals for how the Nordic countries can move forward, and inspire further discussion and debate. Financing SMEs and Entrepreneurs 2024: An OECD Scoreboard monitors SME and entrepreneurship financing trends, conditions and policy developments in close to 50 countries.

Academic discussion of climate‐related human mobility has understandably focused on the places where people are especially vulnerable to climate‐related harm: the Global South. Yet, the unique biophysical, legal and socio‐political characteristics of the Nordic region, as well as its roles as both ‘home’ and ‘host’ to climate‐related mobilities, justify its independent attention. Filling this lacuna, this collection is the first to address climate‐related human mobility in the Nordic region. It is a timely and much needed collection, which brings together leading and emerging voices from both academia and practice in a single volume, spanning policy and geographical breadth. Its chapters cover both regional approaches to the global phenomenon of climate mobility, such as the traditional role of the Nordic states as norm entrepreneurs and their representation in multilateral fora, and on‐the‐ground climate impacts unique to this region and their localised responses. Case studies include judicial decision‐making as it relates to climate‐related migration, insights into the local communication of climate risk, changes to Nordic development and climate policy, as well as climate‐related mobilities of Nordic Indigenous Peoples. This volume will be of great interest to students and scholars of disaster and climate studies, as well as climate‐related mobility, migration and displacement.
