Party systems are crucial elements for the functioning of political systems and representative democracies. With several European countries experiencing significant changes recently, it is necessary to update our knowledge. This volume analyses party system changes in Europe in the 21st century by considering several dimensions such as interparty competition, the cleavage structure, electoral volatility and the emergence of new actors. The book describes the principal continuities and changes in party systems in Europe; analyzes the main explanations for these trends; and assesses the impact of the crisis on the patterns observed. Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. Although party membership has been extensively analysed in the EU Members States from Western and Eastern Europe, there is a gap in systematic data collection and analyses for the other countries in the Balkans and post-Soviet region. This book provides new and innovative insights in the area of party membership research to analyse the evolution of membership organizations in political parties from under-investigated countries. Specifically, it seeks to understand the way in which political parties and the national legislation conceptualize the notion of membership within and across countries. It provides original data and affords a first comprehensive, comparative study of party members in the EU neighbouring countries, which resonate particular interest because some of them occupy the "precarious middle ground between a full-fledge democracy and outright dictatorship". In light of these relevant observations, this systematic analysis of membership evolutions in democratizing countries brings valuable insights for the study of party politics in general. Scholars of post-communist politics often argue that parties in new democracies lack strong organizations - sizable membership, local presence, and professional management - because they do not need them to win elections and they may hinder a party's flexibility and efficiency in office. Post-Communist Democracies and Party Organization explains why some political parties are better able than others to establish themselves in new democracies and why some excel at staying unified in parliament, whereas others remain dominated by individuals. Focusing on the democratic transitions in post-communist Europe from 1990 to 2010, Margit Tavits demonstrates that the successful establishment of a political party in a new democracy crucially depends on the strength of its organization. Yet not all parties invest in organization development. This book uses data from ten post-communist democracies, including detailed analysis of parties in the Czech Republic, Estonia, Hungary, and Poland.

Contemporary political parties often use state resources to win elections. In this context, electoral clientelism evolved from the straightforward vote buying to sophisticated exchanges in which the relationship between patrons (parties or candidates) and clients (voters) is sometimes difficult to grasp. We address the question how do the distributive politics and electoral clientelism interact, how these forms of interactions differ across various context, and what implications they bring for the functioning of political systems. The special issue provides theoretical, methodological and empirical contributions to the burgeoning literature about the multi-faceted feature of electoral clientelism. It unfolds the complex relationship between distributive politics and clientelism, and conceptualizes electoral clientelism as a dynamic process that occurs through different sequences. It enriches the methodological tools aimed at investigating electoral clientelism. Finally, the special issue approaches clientelism from several perspectives and brings together substantive empirical evidence about the varieties of clientelism around the world.

Legislators are entrusted with key parliamentary functions and are important figures in the decision-making process. Their behaviour as political elites is as much responsible for the failures and successes of the new democracies as their institutional designs and constitutional reforms. This book provides a comparative examination of representative elites and their role in democratic development in post-communist Central and Eastern Europe (CEE). It argues that as the drivers of the transformation process in CEE, individual and collective parliamentary actors matter. The authors provide an in-depth analysis of representatives from eleven national parliaments and explore country-specific features of recruitment and representation. Political parties are nothing without their people and candidates are essential to parties' core functions - contesting elections, filling political offices, and shaping policy. Candidates are the literal 'face' of parties, yet they are not wedded to them permanently: candidates can enter or leave politics, switch parties, move along or stay behind when parties split or merge. Even in parties that look stable, candidate change happens below the surface, ultimately altering what the parties stand for.
