What impact has EU membership had on party politics in Central and Eastern Europe? Although there is an emerging body of literature on the Europeanization of political parties, most of these accounts focus exclusively on Western Europe. Drawing on a range of qualitative and quantitative approaches including detailed studies of party programmes and manifestos, analysis of the media, semi-structured interviews and expert surveys, this collection provides not just conceptually informed, but also empirically rooted analyses of party politics in Central and Eastern Europe during the first four years of EU membership. In particular, the contributions assess the impact of EU membership on parties’ internal balance of power, the use of European issues in inter-party competition, the role of transnational party federations and the broader role the EU plays in party politics. The findings not only shed light on the impact of EU membership on party organization and programmes, they also inform broader debates concerning the dynamics, fluidity and motors of party politics in Central and Eastern Europe. Political parties in post-communist countries have very high levels of electoral volatility. In these environments, political factions fail to establish long-term connections with the electorate and thus regularly rise and fall from the political arena. This book provides an organizational explanation for the variations in party-level electoral volatility. It looks comparatively at 29 political parties in six Central and Eastern European democracies between 1990 and 2008 to examine how political parties can influence their electoral environment. Using empirical evidence, Gherghina tests the effect of candidate selection procedures, membership organizations, and re-nomination of incumbent MPs on voters’ loyalty, and in doing so, demonstrates how party organization greatly affects electoral stability. Including case studies from Bulgaria, Czech Republic, Hungary, Poland, Romania, and Slovakia this book will be of interest to students and scholars of comparative politics, party politics, democratization, elections, and Central and Eastern European politics.

Coalition government among different political parties is the way most European democracies are governed. Traditionally, the study of coalition politics has been focused on Western Europe. Coalition governance in Central Eastern Europe brings the study of the full coalition life-cycle to a region that has undergone tremendous political transformation, but which has not been studied from this perspective. The volume covers Bulgaria, Estonia, the Czech Republic, Latvia, Lithuania, Hungary, Poland, Romania, Slovakia, and Slovenia. It provides information and analyses of the coalition life-cycle, from pre-electoral alliances to coalition formation and portfolio distribution, governing in coalitions, the stages that eventually lead to government termination, and the electoral performance of coalition parties. In Central Eastern Europe, few single-party cabinets form and there have been only a few early elections. The evidence provided shows that coalition partners in the region write formal agreements (coalition agreements) to an extent that is similar to the patterns that we find in Western Europe, but also that they adhere less closely to these contracts. While the research on Western Europe tends to stress that coalition partners emphasize coalition compromise and mutual supervision, there is more evidence of 'ministerial government' by individual ministers and their parties. There are also some systems where coalition governance is heavily dominated by the prime minister. No previous study has covered the full coalition life-cycle in all of the ten countries with as much detail. Systematic information is presented in 10 figures and in more than one hundred tables. What do Beppe Grillo, Silvio Berlusconi, Emmanuel Macron (and also Donald Trump) have in common? They are prime examples of the personalization of politics and the decline of political parties. This volume systematically examines these two prominent developments in contemporary democratic politics and the relationship between them. It presents a cross-national comparative comparison that covers around 50 years in 26 democracies through the use of more than 20 indicators. When parties undergo abrupt organisational changes between elections - such as when they fuse, split, join or abandon party lists - they alter profoundly the organisation and supply of electoral information to voters. The alternatives on the ballot are no longer fixed but need to be actively sought out instead. This book examines how voters cope with the complexity triggered by party instability. Breaking with previous literature, it suggests that voters are versatile and ingenious decision-makers. They adapt to informational complexity with a set of cognitively less costly heuristics uniquely suited to the challenges they face. A closer look at the impact of party instability on the vote advances and qualifies quintessential theories of vote choice, including proximity voting, direction-intensity appeals, economic voting and the use of cognitive heuristics. The rich and nuanced findings illustrate that political parties hold a key to understanding voter behaviour and representation in modern democracy.
