The book examines the security puzzles posed by the remaining legacies of dominance and conflict in the Baltic Sea region as governments seek to integrate the three Baltic sates in a more stable system of cooperative security.

How should the countries in the Baltic Sea region and their allies meet the strategic challenges posed by an openly aggressive and expansionist Russia? NATO and the nonaligned states in the region are now more concerned about an external threat than they have been since the end of the Cold War. Russia has been probing air space, maritime boundaries, and even land borders from the Baltic republics to Sweden. Russia's undermining of Ukraine and annexation of Crimea worries former Soviet republics with Russian minority populations, nonaligned Sweden and Finland are enhancing their cooperation with NATO, and the Trump presidency has created some doubt about America's willingness to follow through on NATO's collective defense commitment. Ann-Sofie Dahl brings together an international group of experts to examine Baltic security issues on a state-by-state basis and to contemplate what is needed to deter Russia in the region. The contributors analyze ways to strengthen regional cooperation, and to ensure that security in the region stays at the top of the agenda at a time of many competing strategic perspectives in the transatlantic community. The Energy Trilemma in the Baltic Sea Region provides insight into the energy trilemma in the Baltic Sea Region. Energy Trilemma in the Baltic Sea Region has undergone significant transformation in the last number of years. Energy actors in the region are struggling to reconcile new questions of energy security following the COVID-19 pandemic and the invasion of Ukraine with net-zero objectives and a cost-of-living crisis. Balancing these concerns is essential to resolving the “energy trilemma”: the dilemma that emerges for policy-makers and regulators seeking to balance energy security, equity, and environmental concerns in pursuit of a wholly sustainable energy system. This volume draws together a range of perspectives from scholars of the Baltic Sea Region seeking to understand the manifestations and impact of these systemic regional changes. In considering previously underexamined studies on the energy trilemma and in providing new perspectives by framing the trilemma in times of crisis, this book provides new conceptual and empirical insight into a rapidly changing energy region at the heart of both European energy policy and the current energy crisis. This volume will be of great interest to students and scholars of energy politics, energy law and policy, energy transitions, and Baltic studies more broadly.

The ageing of society does not stop at company owners. More and more companies have to be handed over to the new generation. This process is a challenge for all parties involved. The support of business transfer assistance is just as essential for the European economy as the promotion of start-ups because both are critical to the development of the European economy. Over 450.000 firms with over two million jobs are transferred to a new owner in the EU-28 each year. Around one-third of these transfers fail, and the companies are closed. The future growth and sustainability of innovative companies in the Baltic Sea Region are severely limited by failed business transfers. Furthermore, due to a lack of available and appropriate successors, many firms are liquidated rather than transferred. This publication is part of the project INBETS (www.inbets.eu), highlights the background to the current situation of business transfers in the Baltic Sea Region, and proposes a policy program to promote business successions and open up new target groups of potential successors. At the end of 2012 the Baltic Sea Region Programme initiated the cluster “Innovation in SMEs”, starting with ten projects that focused their work on this important topic. During 2013 three additional projects joined the initiative. Most projects are flagship projects within the EU Strategy for the Baltic Sea region, namely in Priority SME Networks, Innovation and Education. Maintaining a high level of innovative thinking and entrepreneurship is crucial for SMEs to stay competitive and allow growth in the region. This publication gives an short overview of the 13 projects that were implemented between 2010 and 2014. The projects participated in workshops and surveys to increase the mutual learning and share experience. The findings are summarized. In 2013 a survey was conducted to learn more about the status quo of “Innovation in SMEs” in the Baltic Sea Region and learn more about the relevant topics for the future. More than 600 stakeholders participated in the survey. The publication shows the most relevant questions and answers and draws the conclusions from the survey.

All countries around the Baltic Sea region face a great shortage of entrepreneurs and managers for small and medium-sized enterprises (SMEs). This substantially limits economic growth and innovation capacity. Due to demographic reasons population and thus working age population is expected to decline in almost all European countries in the near future, so that this shortage will even increase and have a strong impact on the SMEs, that must compete with major industries for the few well-qualified talents. To tackle this pressing issue, experts from Denmark, Germany, Latvia, Lithuania and Norway teamed up in an EU-funded project to develop a common vocational training titled 'Master Craftsman' that reflects the needs for SMEs, in particular from the craft sector. This publication contains all relevant information, from the concept and background to the actual curricula and example for examination regulations.

In Muslim Tatar Minorities in the Baltic Sea Region, edited by Ingvar Svanberg and David Westerlund, the contributors introduce the history and contemporary situation of these little known groups of people that for centuries have been part of the religious and ethnic mosaic of this region. The book has a broad and multi-disciplinary scope and covers the early settlements in Lithuania and Poland, the later immigrations to Saint Petersburg, Finland, Estonia and Latvia, as well as the most recent establishments in Sweden and Germany. The authors, who hail from and are specialists on these areas, demonstrate that in several respects the Tatar Muslims have become well-integrated here.
