Defence policy is of continuing interest and concern to all nations. There are armed conflicts and new threats. Difficult choices cannot be avoided. This book has three aims. First, to identify the typical questions raised by economists when studying defence policy. Second, to show how simple economic analysis can be used to answer these questions and contribute to our understanding of defence issues. Third, to provide a critical evaluation of defence policy.

The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.

This book describes the evolution of French defence policy since the end of the Cold War. For the past thirty years there have been significant changes to French defence policy as a result of several contextual evolutions. Changes include shifts in the global balance of power, new understandings of the notion of international security, economic downturns, and developments in European integration. As the recent fighting in Serbia illustrates, the technology of modern warfare is in constant evolution, with implications spanning a wide range of public policy areas - from the broad dimensions of alliance strategy to the specific confines of defence investment, production, and trade. For the past several years, technological innovation in the arms industry of the world's leading states has been proceeding in relation to the phenomenon of "globalisation" in the civilian sector. Although the combined impact of the postulated "revolution in military affairs" and the globalisation of industry has been felt in all Western states, it has been of particular concern in two NATO countries - Canada and the United Kingdom - as each is located on the margins of a continental market in defence goods. Both have established a set of privileged linkages and interests with this market although they have retained a certain strategic, political, and economic "distance." Security, Strategy, and the Global Economics of Defence Production features contributions from a broad range of policy analysts and practitioners in Canada and the United Kingdom whose primary concern is to identify and analyse the major challenges that Ottawa and London will be facing in the coming decade. This book explores the process by which defence policy is made in contemporary Britain and the institutions, actors and conflicting interests which interact in its inception and continuous reformulation. Rather than dealing with the substance of defence policy, this study focuses upon the institutional actors involved in this process. This is a subject which has commanded far more interest from public, Parliament, government and the armed forces since the protracted, bloody and ultimately unsuccessful British military involvement in Iraq and Afghanistan. The work begins with a discussion of two contextual factors shaping policy. The first relates to the impact of Britain’s ‘special relationship’ with the United States over defence and intelligence matters, while the second considers the impact of Britain’s relatively disappointing economic performance upon the funding of British defence since 1945. It then goes on to explore the role and impact of all the key policy actors, from the Prime Minister, Cabinet and core executive, to the Ministry of Defence and its relations with the broader ‘Whitehall village’, and the Foreign Office and Treasury in particular.
