This report analyses the factors which motivate land use by rural populations and provides a context for any policy or strategy which addresses natural resource conservation in the Sahel. The author suggest that production systems in the Sahel have reached or even exceeded their capacity to respond to the needs of a growing population and further that development aid has only had a negligible impact on the trend to over exploit. It offers a different perspective on issues concerning the Sahel.

They have therefore developed effective means of predicting and responding to large fluctuations in rainfall, harvest levels and natural resource production. These methods of prediction and response often out-perform conventional early warning systems promoted by donors and governments, and yet are rarely considered in the conception and implementation of food security programmes.

Its impact was immediate and worldwide. Now, ten years later, the same three organizations have formulated a new strategy for the 19905. Caring for the Earth builds on all that has been learned in the last decade about the complexity of the problems and shows how radical and far-reaching are the actions and objectives needed to meet them. Nothing less than a new ethic is required, based on affirming the community of life and cherishing its diversity – an ethic which has to be reflected in our personal attitudes and the organization of our communities as much as in wider policies. Public participation is essential for the success of the strategy, which is addressed to individuals and citizens' groups as well as to governments - whatever their systems. Two and a half billion people are affected directly on a day-to-day basis by the allocation and use of purely local resources. Yet "official" development economics has concentrated on headline international issues and only recently begun to take account of the dependence of poor countries on their natural resources, the link between acute poverty and environmental degradation, and the problems associated with the management of local common property such as soil and soil cover, water, forests and their products, animals and fisheries. In this volume, part of the WIDER Program on the Economics of the Environment, expert contributors provide a set of authoritative studies of emerging development issues, ranging from foundational matters to case studies, original research (in areas where there has been a paucity of work) to survey papers. They address both analytic and empirical issues on the role of environmental resources in the development process, presenting explanations of existing situations and policies for the future. A wealth of interests and backgrounds is represented, and reflected in the cross-fertilization between papers.
