This edited volume examines the development path of eight Central and Eastern European countries with an overlapping historical background that joined the European Union between 2004 and 2013, and identifies the main similarities and differences between the countries concerned. Based on wide comparative data analysis of Bulgaria, Croatia, The Czech Republic, Hungary, Poland, Romania, Slovakia, and Slovenia, each chapter in the volume provides detailed information about the state of the economy in a specific area preceding the pandemic shock. The book offers a detailed snapshot of the state of the different areas of the economy, starting from the time when the countries concerned came out of the 2008 financial crisis, up to the date when COVID-19 hit. Further, each chapter analyzes the effects of this unprecedented shock on a particular field, which is followed by highlighting the main problems the countries are facing at present and in the near future, together with identifying the available policy options. Finally, before concluding and making general and country-specific policy recommendations, some thoughts will be given to longer-term prospects. More specifically, the question of how the subject area could contribute to avoiding the "middle-income-trap" that this region may be facing will be addressed. The comprehensive approach makes this volume a must-read for scholars and students of economics, as well as policy decision-makers in Europe, interested in a better understanding of the region's economic development.

Zusammenfassung: This book takes stock of and analyses the direct and indirect effects of the war in Ukraine, the policy response to the shock across countries, as well as the potential medium-term economic and social implications and policy challenges. The last decade most Central and Eastern European (CEE) economies have been on a convergence path towards the EU average according to the main economic indicators. In 2022, however, the terrible war in Ukraine had major spillovers to the rest of the world, with the CEE economies being among the most exposed. The millions of refugees, the disruptions to energy supply, trade and supply chains, the surge in inflation, the tightening of global financial conditions, and elevated uncertainty created a radically new economic and social environment in these countries. The volume covers the economic effects of these challenges, the policy options available, and also those related to the eventual reconstruction of Ukraine, including the potential role of the CEE countries. Based on data and evidence-supported policy analysis, each chapter studies the impact of the shock on a particular area of the economy and makes general and country-specific policy recommendations. This makes this book a must-read for students, scholars, and researchers of economics and neighboring disciplines, as well as policy-makers interested in a better understading of the direct and indirect effects of the war in Ukraine on the CEE countries. Since the 1990s, the economic development of Central and Eastern Europe has maintained high economic growth rates, seemingly leading to an era of prosperity. This very positive vision of future economic success, linked to current political backlash and a long history of economic adversity, is a thin veil of the economic “way west” for so-called transition countries. The Middle-Income Trap in Central and Eastern Europe examines the reality of the diminishing marginal utility of further international investments alongside the pitfalls of higher government spending to cultivate innovation which ultimately makes foreign capital less attractive. In this volume authors from diverse disciplinary perspectives reflect on current debates surrounding the developmental bottlenecks in East-Central Europe. Their common goal is to analyze the manner of socio-economic transformation, question of the relevance and impact of the “middle-income trap” and identify possible ways to escape it.

The war in Ukraine is taking a growing toll on Europe’s economies. The worsening energy crisis has depressed households’ purchasing power and raised firms’ costs, only partly offset by new government support. Central banks in the region and the world are acting more forcefully to bring high and persistent inflation down to targets, and global financial conditions have tightened. European policymakers are facing severe trade-offs and tough policy choices. A tightening macroeconomic policy stance is needed to bring down inflation, while helping vulnerable households and viable firms weather the energy crisis. But policies need to stay nimble and agile and adjust should additional shocks materialize.

Foreign direct investments (FDI) play an integral role in the growth story of Emerging Asian economies. As an essential source of foreign capital, FDI bolsters the path to economic recovery from recessions, including the one caused by the COVID-19 pandemic. This book is a collection of essays investigating the reconfiguration of FDI flows to the Emerging Asian economies of ASEAN, China and India following the pandemic and FDI policy reforms. This book broadly covers the trends in greenfield FDI flows to Emerging Asia in the context of three pertinent themes. Part I explores the rebalancing effects in global FDI flows after the COVID-19 pandemic, focusing on the experience of Emerging Asian economies. We also evaluate the nature of the pandemic’s impact on existing FDI linkages between China and ASEAN. Part II delves into the implications of a cross-border policy framework such as the Belt and Road Initiative (BRI). In particular, we examine ASEAN trade activity after China's investments through BRI. We further discuss the future of BRI in ASEAN economies amid the emergence of global competitors. Part III of the book zooms in on the effectiveness of domestic FDI policy reforms. We discuss the cases of Indonesia Special Economic Zones and the Make in India initiative. Separated into four distinct parts, Modeling Economic Growth in Contemporary Czechia explores economic growth in Czechia from the perspectives of the dynamics of the economy, setting up of the economic policies, functioning of the markets and institutions, and the contribution of specific industry sectors to economic growth.

In 2021-22, inflation in Europe soared to multidecade highs, consistently exceeding policymakers’ forecasts and surprising with its wide cross-country dispersion. This paper analyzes the key drivers of the inflation surge in Europe and its variation across countries. The analysis highlights significant differences in Phillips curve parameters across Europe’s economies. Inflation is more sensitive to domestic slack and external price pressures in emerging European economies compared to their advanced counterparts, which contributed to a greater passthrough of global commodity price shocks into domestic prices, and, consequently, to larger increases in inflation rates. Across Europe, inflation also appears to have become increasingly backward looking and more sensitive to commodity price shocks since the onset of the COVID-19 pandemic. This finding helps explain why conventional (Phillips curve) inflation models consistently underpredicted the 2021-2022 inflation surge, although it remains too early to conclude there has been a structural break in the inflation process.

We provide new evidence on the spillover effects of ECB monetary policy shocks to emerging European economies, using a combination of empirical methods and model-based simulations and focusing on spillovers from interest rate and balance sheet policies implemented by the ECB. We consider an event study set around the ECB policy announcement in June 2022 and also use local projections to estimate regional spillovers in a panel of 16 Emerging European countries spanning 1999 to 2022. Identifying ECB monetary policy shocks as the unexplained component of changes in the three-month Euribor futures rate, we find that ECB monetary policy tightening induces more than one-for-one changes in government bond yields in Emerging Europe, as well as sizable increases in sovereign spreads, domestic currency depreciations, and significantly lower output. Model simulations using a two-country DSGE calibrated to the euro area and its Eastern European neighbors reveal that a conventional tightening, achieved through interest rate increases, provides a more favorable inflation-output trade-off compared to balance sheet tightenings. The extent of spillovers from quantitative tightening depends on the speed of balance sheet reduction, and it is larger under a fixed exchange rate regime.
